Govt allocates funds based on zero-based budgeting concept | KNO

Srinagar, Oct 30 (KNO): The Jammu and Kashmir government Thursday said that allocation of funds to various departments is made on the concept of Zero-Based Budgeting, ensuring fairness, transparency, and efficient utilisation of resources. In a written reply to unstarred question tabled by MLA Sajad Gani Lone in the Legislative Assembly, the Finance Department stated that the allocations are made as per departmental proposals, taking into account the actual requirements identified by concerned departments and the efficiency of incurring expenditure. The reply, as per the news agency—Kashmir News Observer (KNO) further mentioned that allocations are finalised after evaluating the impact of government programmes, priorities, policies, plans, projects, and schemes, with a focus on ensuring uniform and inclusive growth, optimal resource utilisation, and accelerated infrastructure development. On the issue of rationalisation and transparency in allocation, the government said that it has already introduced fool-proof digital online systems such as BEAMS, PAYSYS, eGRAS, PROOF portals, and the Janbhagidari website for fund distribution, expenditure monitoring, and social auditing. The department emphasised that these digital tools have significantly improved the efficiency, fairness, and accountability in the fund allocation process across Jammu and Kashmir—(KNO)
